Samantha Morgan is a founding partner of RMW Law and a leading authority in private client law with particular expertise in regulatory policy and international compliance. With over thirty years of experience advising ultra-high-net-worth families, Samantha is internationally recognised for combining technical precision with public policy insight across complex global frameworks.

She is consistently ranked by Chambers & Partners for her work in Private Wealth Law, reflecting her exceptional reputation in both domestic and international private client matters.

Recognition and Leadership

In 2023, Samantha was awarded the prestigious STEP Private Client Award for Outstanding Contribution to the Profession, recognising her exceptional leadership and influence in the private wealth sector.

She currently serves as Chair of the STEP Public Policy Committee, succeeding John Riches in this key role, and serves on several STEP UK Technical Committees. Her leadership has played a critical role in shaping regulatory responses to major developments affecting the global trust and estate profession.

Samantha specialises in:

  • Family office establishment and governance: advising on structure, operations, and regulatory compliance for international family offices
  • Sophisticated wealth structuring: designing bespoke arrangements for ultra-high-net-worth families
  • International compliance: managing cross-border reporting and disclosure regimes, including Common Reporting Standard, FATF, beneficial ownership registers and DAC6
  • Cross-border tax matters: with particular expertise in US/UK tax issues
  • She works closely with international family offices, family members, and fiduciaries, advising on all aspects of tax and fiduciary issues, as well as working closely with foreign advisers to deliver coordinated global solutions.

She is a frequent speaker at international conferences, including as panel chair at the STEP Global Congress.

She collaborates with Stuart Skeffington on key public policy initiatives, as well as continuing to advise FATF on emerging regulatory developments.
